  4. Brazil impeaches its President and will try him on charges of
  5. corruption

  8.     Impeaching a Chief Executive is a deadly serious matter, so it
  9. would have been understandable if Brazilians had felt dejected
  10. after the lower house of Congress ousted President Fernando
  11. Collor de Mello. Instead, the country exploded into cheers and
  12. celebrated the impeachment as a victory for democracy. Before
  13. the Congress building in Brasilia, a crowd of 100,000, many of
  14. them young people, hugged and danced.

  16.     The impeachment vote in the Chamber of Deputies was a
  17. lopsided 441 to 38. Collor is suspended for up to six months,
  18. during which the Senate will try him on charges of corruption.
  19. Vice President Itamar Franco, a longtime Senator, became Acting
  20. President. Collor did not appear publicly after the vote, but
  21. Justice Minister Celio Borja said the President took the news
  22. "with great dignity." He said Collor does not plan to step down
  23. permanently unless the Senate finds him guilty, an outcome most
  24. political leaders now think is inevitable. In fact, Collor's
  25. trials may not end in the Senate. Attorney General Aristides
  26. Junqueira is preparing to file criminal charges of corruption
  27. and malfeasance.

  29.     It is the first presidential impeachment in Brazil's
  30. 103-year history as a republic. The country had held high hopes
  31. for Collor, 43, who was elected in 1989 on an anticorruption
  32. platform. But last August a special congressional commission
  33. found strong evidence that Collor had accepted $6.5 million from
  34. a slush fund operated by his former campaign fund raiser. Now
  35. the country's hopes -- well founded so far -- are for an orderly
  36. transition of power.
